<P>PROBLEM TO BE SOLVED: To provide a camera module in which mechanical drive units can be omitted to guarantee reliability in operation, ease maintenance and repairing, making it possible to perform efficient monitoring on a wide area with a single device, reduce the manufacturing cost and facilitate installation with a compact structure, and a monitoring device having the same. <P>SOLUTION: A monitoring device according to the present invention can select a desired region of monitoring regions and allow observation.
