<P>PROBLEM TO BE SOLVED: To achieve a base isolation and vibration avoidance effect of a building with a simple structure. <P>SOLUTION: The present invention includes a detector, a processing unit, a vibration absorption system, a hydraulic loading system and a multi-layer sliding system. At a time of an earthquake, the detector detects displacement and inclination of a building and generates a side inclination parameter for the processing unit. The processing unit converts the side inclination parameter into an attenuation coefficient of the hydraulic loading system.
