<P>PROBLEM TO BE SOLVED: To provide an image processing device and an image processing method capable of generating a screen pattern with which dot reproducibility in a highlight portion is stable. <P>SOLUTION: If all of pixel values of one or more processed pixels arranged at predetermined neighboring positions with respect to a target pixel are "0", and if an output value (D2) of the target pixel is the maximum value (255), an output pixel value determination processing part 10 determines the target pixel as an isolated point.
