PROBLEM TO BE SOLVED: To obtain a radio communication system performing self-optimization of a cell with simple mechanism.

SOLUTION: A radio communication system of the invention comprises: a plurality of base stations 3 accommodating a mobile station 4; an MME/GW 2 accommodating the base stations 3 and performing mobility management of the mobile station 4; and an SON server (SON Server) 1 performing optimization of a cell by grouping the base stations 3. The SON server 1 comprises: an SON information collection part 11 collecting information related to the movement of the mobile station 4 from the MME/GW 2 and collecting information related to radio quality from the base stations 3; and an SON group generation part 12 obtaining a traffic line of the mobile station 4 subordinate to the base stations 3 based on the collected information, and grouping the base stations 3 based on the traffic line. The base stations 3 belonging to the same group form a group cell by transmitting the same control signal to the subordinate mobile station 4.
