PROBLEM TO BE SOLVED: To provide a filling device capable of raising rod-shaped articles in a filling hopper adjacent to each other, and filling them in a container or the like in an raised state irrespective of the length or the filling amount of the rod-shaped article. SOLUTION: A storage hopper 19 has a body portion 67 for receiving a plurality of the rod-shaped articles discharged from a chute 17 from an upper side opening portion, and a gate 20 for opening/closing a lower side opening part of the body portion 67. A fitting hopper 21 has a body portion 33 for receiving the rod-shaped articles discharged from the storage hopper 19 from an upper side opening part, and a gate 22 for opening/closing a lower side opening part of the body portion 33. A driving motor 32 vibrates the filling hopper 21 so that the rod-shaped articles fed in the filling hopper 21 are raised adjacent to each other. In the storage hopper 19, an upper surface of the gate 20 is inclined at the angle of not more than 45° relative to the vertical direction while the gate 20 is closed, and a partition member 68 for holding the rod-shaped articles which are fed in the storage hopper 19 and having one end thereof abutting on the upper surface of the gate 20 in an raised state in a range of the angle of not more than 45° relative to the vertical direction is provided in the body portion 67.
