<P>PROBLEM TO BE SOLVED: To induce a resident to recognize occurrence of wastefulness at the point of time when the wastefulness occurs, by recognizing that an apparatus is being wastefully used. <P>SOLUTION: An apparatus information acquisition section 24 acquires operation information whether apparatuses 30 in a residence are being operated or stopped. An estimation section 25 of the minimal number of persons estimates the minimal number of persons required for using the apparatus being in operation in accordance with a utilizing form of the apparatuses 30. On the other hand, an acquisition section 26 of the number of home staying persons acquires the number of persons in the residence by output of a counting sensor 31 of the number of persons. A determination section 27 compares the required minimal number of persons estimated by the estimation section 25 of the minimal number of persons and the number of home staying persons acquired by the acquisition section 26 of the number of home staying persons, and when the number of home staying persons is less than the required minimal number of persons, the existence of wastefulness in the use of the apparatuses 30 is determined.
