PURPOSE: An open internet banking service providing system and method thereof are provided to improve security by applying an encoding system based on an SSL(Secure Socket Layer) and a TLS(Transport Layer Security). CONSTITUTION: A recognition unit(210) recognizes a browser and an OS(Operating System) installed in a user terminal. When the browser and the OS do not support a bank service based on an active x program, a text converter(220) changes images related to a banking menu into a text. An input information protecting unit(230) authenticates a user account by decoding the encoding text.
