<P>PROBLEM TO BE SOLVED: To provide an alkaline battery separator for reducing the internal resistance of an alkaline battery to improve the heavy load discharge performance thereof, and an alkaline battery. <P>SOLUTION: An alkaline battery separator 4 for separating a positive electrode active material from a negative electrode active material in an alkaline battery 1 contains 40 wt.% or more of cellulose fibers and a polyamine-epichlorohydrin resin at a content of 0.05 to 0.5 wt.% in terms of resin solid content.
