<P>PROBLEM TO BE SOLVED: To provide a premix agent that can suppress occurrence of scumming while enhancing fine line reproducibility more than before. <P>SOLUTION: The premix agent is shipped in a state where toner and carrier particles are preliminarily mixed. In the premix agent, a content of fine particles having circle equivalent diameters of 3.0 μm or less in a total of fine particles having the circle equivalent diameters of 0.6 μm or more, which are measured by a flow type particle image analyzer and have smaller particle diameters than the toner particles, is adjusted to 19 number% or less.
