<P>PROBLEM TO BE SOLVED: To provide a device and a method for action prediction, capable of highly accurately estimating a transferring movement of a movable body. <P>SOLUTION: An inventive action prediction device creates a likelihood map representing the propriety of the next velocity vector of a pedestrian, on the basis of a photographed image of the pedestrian, and then, converts the likelihood map into a probability density map representing the probability density regarding a position of the pedestrian after a unit time. The action prediction device arranges a plurality of hypotheses in the field having a high probability density on the probability density map, and calculates a plurality of predicted moving routes corresponding to the hypotheses. The hypothesis in this case corresponds to a single point on the probability density map and means that the pedestrian moves at the velocity vector corresponding to the point during the next unit time.
