<P>PROBLEM TO BE SOLVED: To smoothly support communication for escape, rescue, recovery, etc., by ensuring an emergency power source for an alternative communication network and home to compensate during a period when a power network and communication network are isolated from other systems in a disaster area in a time of disaster. <P>SOLUTION: This information communication device comprises a monitoring part, a communication part, a storage part, a switching part, an acquisition part, a creation part, and a transmission part. The switching part switches a communication function of the communication part from a first communication function to a second communication function, when occurrence of failure of a backbone network is detected by the monitoring part. The creation part creates communication information showing the occurrence of the failure of the backbone network, when the occurrence of the failure of the backbone network is detected by the monitoring part.
