<P>PROBLEM TO BE SOLVED: To provide a charger capable of preventing a secondary battery and an electronic component from having a high temperature and suppressing power consumption. <P>SOLUTION: A charger 1 comprises a fan 14 for cooling both or either of a charging-target secondary battery 2 and a charging-target electronic component built in the charger. A control part determines whether the cooling-target secondary battery 2 or the cooling-target electronic component needs to be cooled by the fan 14 when the secondary battery 2 is charged. If it determines that the secondary battery 2 or the electronic component needs to be cooled, the control part operates the fan 14 when the secondary battery 2 is charged.
