The embodiments of the cleaner formulation comprise a fatty acid, a saponification agent, a water conditioner, a dissolvent, a non-ionic surfactant and an anionic surfactant. Some embodiments optionally include additives. The embodiments are especially effective for cleaning reinforced concrete.
