<P>PROBLEM TO BE SOLVED: To form a seatbelt retractor more compactly while enabling more flexible and various setting of a limit load applied to a seatbelt in accordance with a situation in an emergency. <P>SOLUTION: When a load of the seatbelt 3 is limited by a torsion bar 7 in the emergency, and moreover, energy absorption by a second EA mechanism 41 is not required from the beginning based on the information of the situation in the emergency, an actuation control member 48 is driven by a driving member 49 and the load of the seatbelt 3 is not limited by the second EA mechanism 41. When the energy absorption by the second EA mechanism is required from the beginning based on the information of the situation in the emergency, the actuation control member 48 is not driven by the driving member 41, thereby limiting the load of the seatbelt 3 by the second EA mechanism 41.
