<P>PROBLEM TO BE SOLVED: To increase posting about planning of a commodity or the like to lead to commodification while protecting intellectual properties. <P>SOLUTION: A member posts a message via a network. A member information recording unit 14 records the member in the distinction between a general member UA and a special member UB. A posting acceptance unit 16 accepts a posting group about planning of a commodity or the like from the members and records the posting group in a posting recording unit 18. A first disclosure unit 44 discloses the recorded posting group to the general members UA. A second disclosure unit 46 discloses the recorded posting group to the special members UB. A posting management unit 32 includes an instruction input unit 34 for executing or stopping the disclosure of the recorded posting group. The posting management unit 32 is configured so as to be controllable by the special members UB.
