<P>PROBLEM TO BE SOLVED: To solve the problem in which, in a period immediately after the activation of a device or a motor, acquisition of highly-accurate speed information is not possible until one cycle of a pulse signal is detected; on the other hand, it is not favorable to always acquire speed information based on one-fourth cycle of the pulse signal because speed information calculated when the pulse signal is deteriorated is not accurate. <P>SOLUTION: A driving speed is acquired by counting both phases and both edges of an encoder, and performing an interpolation calculation according to the count values if the count is less than one cycle.
