<P>PROBLEM TO BE SOLVED: To provide a multilayer electroactive polymer device and a manufacturing method thereof. <P>SOLUTION: A multilayer electroactive polymer device includes a plurality of laminated unit layers. Each of the plurality of the laminated unit layers includes an EAP layer formed of an electroactive polymer, a protective layer so as to be formed to prevent a material from penetrating into the EAP layer, and an active electrode. The active electrode is formed on the protective layer or the active electrode may be formed before the protective layer is formed on the top of the active electrode.
