<P>PROBLEM TO BE SOLVED: To reduce a controlling information amount while restraining interference to other tracks and further prevent a consumption current from increasing. <P>SOLUTION: A radio quality measurement unit 107 measures radio quality of subcarriers in a communication band. A communication device 500 transmits information about the radio quality of all the subcarriers in the communication band in first communication time, and transmits information about the radio quality of a part of the subcarriers in the communication band in second communication time.
