<P>PROBLEM TO BE SOLVED: To dynamically create a virtual network in constructing a relay communication system having a plurality of relay servers communicable with one another. <P>SOLUTION: VLAN group information is shared among VLAN client terminals constituting a VLAN group in a relay communication system. VLAN session is established among bootable VLAN devices as the VLAN client terminals from among VLAN client terminals based on the VLAN group information. Further, processing of sharing virtual address information created when the VLAN group is booted among the VLAN devices is performed. Furthermore, in a case where the VLAN device constituting the booted VLAN group stops, the stopping of the VLAN device is notified, and the VLAN device whose stopping is notified is deleted from the virtual address information.
