<P>PROBLEM TO BE SOLVED: To provide a power consumption controller, a power consumption control method, and a program capable of eliminating the need for the setting of priorities on power supply to each device whose power consumption is to be controlled and further appropriately controlling power consumption in the power consumption control. <P>SOLUTION: In a power consumption controller, a power consumption value processing part 612 calculates a power consumption average value of each device whose power consumption is to be controlled. Then, a device selection part 631 selects a device that consumes power higher than the power consumption average value as a device whose power consumption is to be controlled, among each device whose power consumption is to be controlled.
