<P>PROBLEM TO BE SOLVED: To provide a terminal device verification system capable of verifying that an encryption function for encrypting a PIN is implemented in a portable terminal. <P>SOLUTION: A portable terminal comprises: encryption operation means 10 which stores a terminal secret key and a terminal public key for a public key encryption system to encrypt a PIN input via input means 12 by a predetermined encryption key; and main control means 11 which, when an operation for verifying whether the own portable terminal has the encryption operation means 10 is performed, requires an IC card 2 to transmit a pass phrase encrypted by the terminal public key, and after causing the encryption operation means 10 to decrypt a cryptogram of the pass phrase acquired from the IC card 2 by the terminal secret key, causes display means to display the decrypted pass phrase.
