<P>PROBLEM TO BE SOLVED: To surely obtain charge control parameter prior to charging and to enable safe charging. <P>SOLUTION: A charging portion 105 charges a storage battery 111 according to the charge control parameter. A storage portion 103 stores a table in which a plurality of areas on a map and a plurality of charge control parameters are mutually made to correspond. A position information receiver 101 obtains position information indicating a current position of a vehicle 250.
