<P>PROBLEM TO BE SOLVED: To provide a device and method for producing an emulsion fuel with a simple constitution by agitating a petroleum fuel and water and re-agitating the emulsion fuel insufficient in agitation, and to provide the emulsion fuel produced thereby. <P>SOLUTION: The emulsion fuel is produced by running a heavy oil and water through a line mixer 44 and is stored in a fuel tank 40. Besides, the emulsion fuel stored in the tank 40 is circulated through the line mixer 44 by a circulation pump 41. Thereby, the agitation of the heavy oil and water, and the circulation of the emulsion fuel can be performed by only one circulation pump 41, thus simplifying the constitution.
