<P>PROBLEM TO BE SOLVED: To reduce difference between an amount of toner used for development by a development device and an amount of toner replenished to the development device. <P>SOLUTION: A control unit 110 specifies a kind of medium on which an image based on image data is formed. Next, the control unit 110 accumulates gradation values of respective colors in each pixel contained in the image based on the image data.
