<P>PROBLEM TO BE SOLVED: To increase radio resources to which user data is allocated. <P>SOLUTION: A base station comprises: a transmission timing adjustment determination part determining whether or not transmission timing adjustment of an uplink signal is necessary; a radio resource allocation part allocating radio resources to instruction information showing that the transmission timing adjustment is unnecessary which is to be transmitted to a first user terminal whose transmission timing adjustment is determined to be unnecessary; and an instruction information transmission part transmitting the instruction information to the first user terminal by the allocated radio resources.
