<P>PROBLEM TO BE SOLVED: To manage advertisement with a status of an independent content as well and automatically recognize viewer information, thereby controlling contents to be distributed, according to the recognized information. <P>SOLUTION: An advertisement distribution control device sorts received packets into list request information and content selection information. When acquiring the list request information, the device reads viewer information and content information, selects only the advertisement or both a moving image and the advertisement on the basis of the read viewer information and content information, and a preset list distribution condition, generates a distribution list of the selected moving image and advertisement, and distributes the distribution list to a viewer.
