PURPOSE: A floating dock device and a method for constructing a structure are provided to quickly and safely construct ships and offshore structures. CONSTITUTION: A floating dock device(100) comprises a floating dock body part(110), a ballast part, and a balancing part(130). The floating dock body part is placed on one side of a dock or is floated on the sea. The ballast part is arranged in the floating dock body part to selectively draw in or out seawater. The balancing part comprises a spud device formed on the floating dock body part.
