PROBLEM TO BE SOLVED: To generate a motion vector accurately even when an object in a coded block is moved to a block present at a spatially apart position.

SOLUTION: When a motion compensation prediction unit 5 of a moving image coding device generates a prediction image, if a motion vector corresponding to a coded block divided by a block division unit 2 is read from a motion vector buffer 5a, a motion vector corresponding to the coded block is stored in the motion vector buffer 5a as the motion vector corresponding to the block at a position pointed by the motion vector.
