<P>PROBLEM TO BE SOLVED: To provide a sheet conveying apparatus capable of striking a balance between a high-speed handling and a stable conveyance of sheets, and to provide a method of controlling the sheet conveying apparatus, and an information reader. <P>SOLUTION: The sheet conveying apparatus includes a feeding section for feeding a plurality of sheets sequentially sheet by sheet toward a conveying path; a conveying section for conveying the sheets from the feeding section along the conveying path; a feeding speed control section for controlling a sheet feeding speed V<SB POS="POST">f</SB>of the feeding section and a sheet feeding speed V<SB POS="POST">m</SB>of the conveying section; and a feeding mode switching control section for switching a first feeding mode of setting a sheet feeding speed ratio of the feeding section and the conveying section to C<SB POS="POST">1</SB>=V<SB POS="POST">f</SB>/V<SB POS="POST">m</SB>and a second feeding mode less in the sheet feeding amount than the first feeding mode and setting the sheet feeding speed ratio of the feeding section and the conveying section to C<SB POS="POST">2</SB>=V<SB POS="POST">f'</SB>/V<SB POS="POST">m'</SB>.
