<P>PROBLEM TO BE SOLVED: To execute suitable inspection. <P>SOLUTION: A bit converter of an embodiment includes replacement means, and outputting means. The replacement means replaces a determination result representing whether to be '0' or '1' to information of an inputted bit on the basis of a replacement rule of information of a bit for making a bit string of a predetermined pattern a predetermined code word.
