<P>PROBLEM TO BE SOLVED: To provide a document distribution system in which display modes do not differ depending on browsing environment. <P>SOLUTION: When a portable terminal 12 logs in a document distribution device 16, document distribution processing is started. In the document distribution processing, a list of documents which are stored in a storage 14 is displayed on the portable terminal 12, and a document to be browsed is selected from the list. When the document is selected, the document distribution device 16 generates an image for browsing by converting the selected document into image data, and gives a URL for access to the image for browsing to be stored in a storage part.
