<P>PROBLEM TO BE SOLVED: To provide a cleaning device that is installed in an image forming apparatus for performing image formation by using an image carrier such as a copier, a facsimile, or a printer to clean the image carrier, includes a cleaning member having an abrading agent for removing foreign substances attached to the image carrier, and cleans the image carrier while preventing or suppressing a reduction in efficiency of image formation; a process cartridge that includes the cleaning device, and can be attached and detached to and from the image forming apparatus; and the image forming apparatus that includes the cleaning device or the process cartridge. <P>SOLUTION: A cleaning device includes a cleaning member 41Y that has an abrading agent for removing foreign substances attached to an image carrier 20Y, and approaching and separating means 50Y for causing the cleaning member 41Y to approach and separate from the image carrier 20Y.
