<P>PROBLEM TO BE SOLVED: To provide a terminal lead capable of restraining electric resistance between the terminal lead and a connected member small. <P>SOLUTION: A terminal lead 1 comprises an inner end 1a arranged inside a housing 9 housing an electrochemical element 6, an outer end 1b arranged outside the housing 9, and a plate-like metal substrate 2 as a substrate. An insulating resin film 4 is provided at a portion of the terminal lead 1 corresponding to a seal part 9x of the housing 9. Furthermore, the terminal lead 1 is manufactured by cutting at least the outer end 1b of a blank 1Z for the terminal lead 1 provided with a surface application layer 3 on both faces 2p and 2p of a thickness direction and both side faces 2s and 2s of a width direction of a metal blank 2Z for the metal substrate 2.
