<P>PROBLEM TO BE SOLVED: To provide an internal combustion engine control device which can constantly find a target control amount satisfying constraints related to a control amount. <P>SOLUTION: When the target control amount is to be changed to another target control amount Pb different form the current target control amount Pt, the internal combustion engine control device selects the control amount satisfying the constraints related to a control amount out of control amounts within the range specified based on a reference control amount by using the another target control amount as the reference control amount, sets the selected control amount to the target control amount, and controls the control amount in accordance with the target control amount that has been set.
