<P>PROBLEM TO BE SOLVED: To provide a high-quality inexpensive apparatus that can give a uniform mixture of a basic material such as sand and a powder such as bentonite, and can uniformly add a fluid (water) to a powder mixture (mixed soil of bentonite) without forming dumpling-like clods of the powder mixture (mixed soil of bentonite), and further can avoid quality degradation caused by adhesion of the powder mixture (mixed soil of bentonite) to a mixer and low work efficiency caused by cleaning work or the like of the mixer. <P>SOLUTION: The powder mixture manufacturing apparatus 100 mixes the basic material (for example, sand) with the powder (for example, bentonite) and adds a fluid (for example, water) to manufacture the powder mixture (mixed soil of bentonite) having a desired fluid content ratio (water content ratio).
