<P>PROBLEM TO BE SOLVED: To disable substantial improper use of information and enable safety management of information about certification medium even if a certification medium such as a card is lost, is stolen, and read illegally. <P>SOLUTION: The certification system includes: certification medium issuing means 2, 4 for registering all item information required for certification and issuing a certification medium 10 in which medium holding information which is information about some items of all item information is recorded; certification means 12<SB POS="POST">1</SB>to 12<SB POS="POST">n</SB>for collating information formed of the medium holding information which is present in the recording medium 10 and holder presentation information presented by a holder of the certification medium, and the all item information recorded on the issuing side to certify both information.
