PROBLEM TO BE SOLVED: To provide a battery monitoring device capable of improving reliability.

SOLUTION: A battery monitoring device includes: an integrated circuit IC1 having a voltage measurement part for measuring respective cell voltage values of serially connected plural battery cells (BC1 through BC4); plural voltage measurement lines L1 through L5 for connecting positive and negative electrodes of the plural battery cells to the integrated circuit; and a control circuit 30 for monitoring states of the battery cells on the basis of the measured respective cell voltage values. Further, the integrated circuit includes pseudo-voltage generation parts 402 through 405 for generating mutually different pseudo-voltages. The voltage measurement part includes selection circuits HVMUX1 and HVMUX2 for selecting a pair of voltage measurement lines connected to the positive and negative electrodes of a battery cell to be a measurement target, and detection circuits 262 and 122A for detecting voltages of the pair of voltage measurement lines selected by the selection circuits. The control circuit inputs a pseudo voltage to the selection circuits and diagnoses a state of selection by the selection circuits on the basis of voltage values detected by the detection circuits.
