<P>PROBLEM TO BE SOLVED: To provide a cooling device which enables fins to be formed with high accuracy when a heat sink suitable for a forced air cooling type cooling device is manufactured by extrusion molding. <P>SOLUTION: A cooling device 10 includes a heat sink 12 including a base plate 14 where a heater element 4 is placed on an upper surface and multiple parallel fins 16 formed on a lower surface of the base plate 14. The multiple fins 16 are disposed on the lower surface of the base plate 14 so as to be eccentrically-located. An area located immediately above the multiple fins 16 is an arrangement region of the heater element 4.
