<P>PROBLEM TO BE SOLVED: To provide a rudder valve that can be simply and inexpensively attached to an existing ship and enhance propelling property and a rudder for a ship having the rudder valve. <P>SOLUTION: A base 111 of the rudder valve 110 attached to the rudder 100 has a cylindrical shape in which diameters of a bow side and a stern side are the same. The diameter of the base 111 is not more than the diameter R1 of the bow side of a propeller boss, and not less than the diameter R2 of the stern side.
