PURPOSE: A deformation prediction system and a deformation prediction method are provided to predict deformation of a block in advance, by calculating the amount of deformation of the block according to welding in advance. CONSTITUTION: An element generation part (130) converts elements cut by a virtual cutting plane into a plurality of lower elements, using structure model data of a structure which is virtually divided into elements. The element generation part generates a plurality of direction unit elements in the relation between the cutting plane and the lower elements. A calculation unit (140) calculates the amount of deformation of the virtual blocks by using the plurality of direction unit elements and thermal load. When the amount of deformation of the virtual blocks is less a designated reference value, a determining unit (150) determines the virtual block as a block constituting the structure.
