PROBLEM TO BE SOLVED: To provide a heat pump apparatus energy control device adjustable of energy consumption of heat pump apparatuses for a plurality of consumers in an inexpensive method.SOLUTION: A heat pump apparatus energy control device 110 controlling a plurality of heat pump apparatuses 40 connected via a communication network 81 includes: a demand side providing information sending part and a supply side providing information receiving part. The demand side providing information sending part sends energy consumption plan values of the heat pump apparatus 40 by time zone and the demand side providing information being an actual result value to an upper energy management device 90. The supply side providing information receiving part receives the supply side providing information being the information regarding an energy consumption recommended value or an energy price from the upper energy management device 90.
