PROBLEM TO BE SOLVED: To provide a developing device for preventing an image defect to be caused by disturbance of a developer layer, and to provide an image forming device.SOLUTION: In the developer held on a periphery of a first developer holder and moving with fluff from the periphery by a magnetic field, the height x1 of the fluff from the periphery when passing between the periphery of the first developer holder and a magnetic field zero point 147, where the total magnetic field of a first transfer magnetic pole, a second transfer magnetic pole, a first downstream magnetic pole and a second downstream magnetic pole is zero, is lower than a distance y1 between the magnetic field zero point and the periphery of the first developer holder. In the developer held on a periphery of a second developer holder and moving with fluff from the periphery by a magnetic field, the height x2 of the fluff from the periphery when passing between the magnetic field zero point 147 and the periphery of the second developer holder is smaller than the distance y2 between the magnetic field zero point and the periphery of the second developer holder. |
