PROBLEM TO BE SOLVED: To individualize an access key of an IC card and also inhibit a unique ID from being leaked.SOLUTION: An information processing device comprises: an encrypted ID generation unit which generates an encrypted ID by encrypting a unique ID; a communication unit which transmits the encrypted ID to another device as a target ID; an individualized code holding unit which holds in advance an individualized code that can be generated by decrypting the target ID in the other device; and an access key generation unit which generates an access key for performing authentication of the other device on the basis of the individualized code held by the individualized code holding unit.
