The control arithmetic unit 2 determines the control signal MV on the basis of an actual opening degree signal PV, an opening degree setting signal SP, and the deviation amount d from the equilibrium state of the pilot relay 4 and outputs the control signal MV to the electric-pneumatic converter 3.
