PROBLEM TO BE SOLVED: To provide a coding and decoding device for efficiently processing information constituting an image.SOLUTION: A coding and decoding device comprises: an encoder; and a decoder. The encoder has an encoding part for encoding a first difference vector, and the encoding part binarizes the first difference vector into first binary data and second binary data which represent a horizontal component and a vertical component respectively, encodes first and second portions of the first binary data and third and fourth portions of the secondary binary data and successively arranges the first portion, the third portion, the second portion and the fourth portion in this order in a bit stream. The decoder has a decoding part for decoding a second difference vector, and the decoding part decodes fifth and seventh portions of the third binary data and sixth and eighth portions of the fourth binary data successively in the order of the fifth, sixth, seventh and eighth portions from encoded data containing the third binary data and the fourth binary data representing the horizontal component and the vertical component of the second difference vector. |
