PROBLEM TO BE SOLVED: To enable proper determination of the interval of spectrum sensing.SOLUTION: Coherence distance or coherence time is stored for every category of place, a category of a place at which a vehicle exists is obtained, a sensing interval is set so that sensing is executed after a vehicle runs at the coherence distance corresponding to the obtained category or more or for the coherence time corresponding to the category or more. The category of the place may be obtained on the basis of position information obtaining means and map information or by executing image processing on an image picked up by a camera. When a radio signal is received from a primary user, a channel transfer function may be calculated from this signal to calculate the coherence time or the coherence distance on the basis of the channel transfer function. The coherence time or the coherence distance calculated on the basis of the reception signal may be stored in association with the category of the present place so as to be used afterwards.
