PROBLEM TO BE SOLVED: To obtain a restored image with excellent image quality even when an image with a lot of noise components is encoded.SOLUTION: An image encoder includes: a noise and signal separation unit for separating each one of pixel values of an input image into noise components and signal components and generating a first image constituted by the signal components and a second image constituted by the noise components; an image reduction unit for reducing the first image; an encoding unit for encoding the reduced first image and generating encoded image data; a noise parameter analysis unit for extracting a noise parameter expressing the largeness of noise components with the use of the second image; and an encoded data generation unit for generating encoded data including the encoded image data and the noise parameter.
