PROBLEM TO BE SOLVED: To control a load apparatus in order to make an average value of power consumption in a demand time period become less than target power consumption.SOLUTION: An EMS (Energy Management System) server 14 calculates an estimated value for demand power at the end of a reference time period on the basis of a current power consumption value of a consumer's load apparatus and a remaining time of the reference time period. The EMS server 14 controls the load apparatus on the basis of the estimated value of the demand power and a response time. The response time is a time required for completing change in power consumption by modifying settings of the load apparatus. |
