PROBLEM TO BE SOLVED: To distribute information to a terminal on the basis of an attribute value of a district corresponding to a location on land even when a positioned location of the terminal is at sea.SOLUTION: The information processing device comprises: information storage means that stores information to be transmitted to a terminal; association storage means that stores a district having an attribute value imparted and a sea area corresponding to the district in association with each other; location acquisition means that acquires location information representing a location of the terminal; and information transmission means that, when the location represented by the acquired location information belongs to the sea area, extracts information corresponding to the attribute value imparted to the district corresponding to the sea area by the association storage means from the information storage means and transmits the information to the terminal.
