PURPOSE: A public benefit operation method and electronic voucher management system are provided to fairly issue electronic voucher about a society service by inspecting a service supply state of authentication. CONSTITUTION: A service register(110) registers service provider information in electronic voucher management DB(150). An account manager(120) manages beneficiary collection account and voucher withdrawal account. A service providing verifier(130) verifies the supply of a service from a service provider. An electronic voucher issuing unit(140) decides whether the electronic voucher corresponding to the verified service is issued.
